HISTORY

In 1956, with the founding of the Manila Doctors Hospital, the Department of Eye, Ear, Nose and Throat (E.E.N.T) was established with Dr. Carlos Sevilla as its founding Chair. The hospital then was a non- training institution. In 1979, a distinct and separate Department of Ophthalmology was formed with Dr. Romeo B. Espiritu as the first Chair. The following year a residency training program was established. The program started as a 3- year, preceptorship type of residency, accepting one Resident level per year. At the time, the Ophthalmology training program of the Manila Doctors Hospital (MDH) was hailed as the model of the preceptorship type of residency training.

As a result of the Department's desire to provide continuing medical education in the specialty, the Department held its first postgraduate course in 1992. This activity became an annual affair, and to this date the Department has organized a total of 13 postgraduate courses.

The establishment of a fully equipped Charity Out- Patient Eye Clinic in around 1993 facilitated the transition from the preceptorship type of residency training to the standard program we have now. The increasing patient load and the demand for eye services, necessitated an increase in residency positions from one to two per year level starting in 1991 and then to three per year level in 1995. Under leadership of Dr. Espiritu, a bigger and better equipped Out - Patient Eye Clinic was inaugurated in 1996 to improve delivery of patient services. In addition to in- hospital charity services, the Department, in cooperation with Non- Government Organization (NGOs), actively participated in outreach surgical missions, delivering optimal eye car to far- flung areas.

After ably serving as the Vice- Chair of the Department since its inception, Dr. Romeo V. Fajardo took over the Chairmanship on January 1, 1998; His Chairmanship oversaw the establishment of Laser Room, equipped with state-of-the-art Ophthalmic Lasers and a Fundus Camera. This addition allowed for hands- on training in Laser Surgery and Fluorescein Angiography and broader patient services. His term also oversaw the acquisition of the latest operating microscope and vitrectomy machine. In addition, a community based, five (5) years modular eye care program was initiated in November 6, 1999 in the adopted community of Romblon Province. This was undertaken in cooperation with several NGOs and lately, with the Metrobank Foundation.

The year 2001 brought a change in leadership. Dr. Jacinto U. DyLiacco is the current Chair of the Department of Ophthalmology. Under the stewardship of Dr. Dy - Liaco, the New Laser-Room was inaugurated, newly equipped with a state-of-the-art Automated Static Visual Field Perimeter (Humphrey Field Analyzer 11- I Series), broadening the Ophthalmologists' service and training armarwntarium. In addition to this, new surgical and basic diagnostic instrument were acquired for the Operating Room (the ECCE, Phacoemulsification, and minor surgical sets) and Outpatient Clinic (new phoropter chair and stand, Welch - Allyn Wall- mounted Diagnostic System, and 130 on), respectively. The increase in basic instrumentation expedited the delivery of proper eye care with ease and precision. Dr. Dy- Liaco oversaw the highly successful bi- annual Share the Gift of Vision Cataract Surgical Missions made possible with the cooperation of the Metrobank Foundation.

The current Chair now aims to strengthen subspecialty training and delivery of high- level subspecialty care. The department currently has twenty-three (23) Active Consultants and fifty (50) Visiting Consultants, and has proudly produced 38 competent eye specialists.
